A deaf man has been accused of sexually assaulting a deaf woman while the two were participating in a work program at the Austin Humane Society, according to an affidavit filed by Austin police.

The alleged assault occurred on Tuesday, Jan. 9, in a bathroom at the animal shelter located at 124 W. Anderson Lane.

Police said the victim and suspect, identified as 19-year-old Kingsley C. Ofor, are both students at the Texas School for the Deaf. On the day of the incident, they were working at the humane society as part of a school program.

The victim told police that Ofor, whom she knew from school but did not have a relationship with, repeatedly asked her to have sex. After she refused, Ofor allegedly grabbed her arm, pulled her into a men's restroom, locked the door and turned off the lights.

Inside a bathroom stall, Ofor sexually assaulted her, according to the affidavit.

The victim, who police say functions at the level of a 12 to 16-year-old due to an intellectual disability, told officers she tried to push Ofor away and screamed, but he held her down and, being deaf, could not hear her. She said she was unable to see well enough in the dark room to unlock the door and escape.

Ofor later claimed to interpreters that the sexual encounter was consensual, though one interpreter said he admitted the victim initially refused.
